			<content:encoded><![CDATA[<p>Honiara is located on the northern coast of the island of Guadalcanal, Solomon Islands and includes a sea port at Point Cruz. Honiara Port is the most important international port and gateway to the country.</p>
<p>The Port Scooping Review is designed to make an assessment of current participation of the private sector and recommend suitable roles in providing, using, and maintaining some facilities in the port; and determine the need for, and possible coverage of a project investment plan or detailed study for port expansion, improvement, or new site.</p>
<p>Outputs of the Scoping Study are:  (i) Business Assessment Report covering identified activities within the port including traffic volume and export and import flow; requirements and associated demand for port services and facilities; preliminary assessment of port performance (operational, financial, institutional) and institutional analysis of SIPA and public and private sector agencies involved in Honiara port operations and management; and (ii)  Final Port Improvement/Upgrading/Expansion Report covering recommended actions to be undertaken by the Government in the short and medium term in terms of specific port infrastructure improvements and related costs; employment impact that can be gained from increased commercial activities in the port; draft terms of reference, and next actions/steps.</p>

			<content:encoded><![CDATA[<p>In 2006 AMSTEC undertook a suite of consulting projects on behalf of Newcastle Port Corporation (NPC), NSW Australia.</p>
<div id="_mcePaste">AMSTEC Design Pty Limited was engaged on 31 January 2006 to conduct research and provide an informed set of reports to Newcastle Port Corporation (NPC) relative to trade development prospects. The project delivered concise information to assist with understanding more of the decision making process associated with the selection of port calls from a Shipping lines’ perspective and what types of value proposition is meaningful to this industry sector. Relative to this and recent developments in infrastructure planning in NSW what supporting utilisation evidence would realistically underpin a development strategy whereby NPC could make board submission towards investment and operation of certain specialised equipment within the port.</div>
<div id="_mcePaste">The background to this being the uncertainty voiced by various shipping Lines as to plans and associated particulars pertaining to the closure of East Darling Harbour, White Bay and Glebe Island in NSW, Australia at that time.</div>
<div id="_mcePaste">Newcastle Port Corporation (NPC) is a statutory corporation of the NSW Government charged with the responsibility of managing commercial shipping activity in the port of Newcastle. In keeping with the 05/06 business plan the NPC has as targets diversifying</div>
<div id="_mcePaste">the trade base and maximising the best use of port land.</div>
<div id="_mcePaste">The development opportunities reflected in this study provide evidence towards supporting a short to medium term strategy of attracting new business to the existing Carrington site through expanding selected services and infrastructure to support new</div>
<div id="_mcePaste">user’s demands. Also included is a view on longer term sustainable business throughput at the Mayfield site, underpinned by service levels being proven to those attracted to stage one.</div>

<div id="_mcePaste">This study served to provide background and Industry insight necessary to allow consideration towards designing a targeted strategy in attempts to capture new business.</div>
<div id="_mcePaste">During the course of the study new findings provided enough evidence to investigate automotive vehicle imports into NSW ports. This report also reflects these new findings towards supporting development potential at Newcastle port for the motor vehicle</div>
<div id="_mcePaste">Industry. This in itself is a study to understand the complex set of requirements and demands required by the motor vehicle import industries.</div>
<div id="_mcePaste">The initial stage of the study dealt with interviews and outcomes discussions with key decision makers of shipping lines calling direct at East Darling Harbour. Then followed a more focussed approach which included interviewing motor vehicle importers.</div>

			<content:encoded><![CDATA[<p>Adrian has been commissioned by the Asian Development Bank (ADB) for an assignment to act as Technical Expert on Shipping Regulation for the ADB who is providing technical assistance (TA) to the Government of Papua New Guinea for the preparation of a new National Transport Strategy. The overall objective is to review and prepare an advisory report on the regulation of coastal shipping and, in respect of cabotage rules, international shipping services within Papua New Guinea.</p>

to Review PNG Coastal Shipping Rates:</p>
<p>The project will investigate and review the current conditions and update the Domestic (coastal) Sea Freight Tariff introduced (last update) January 1991. In association with such review the investigation will review subsidiary charges that have subsequently been introduced for their appropriateness or otherwise.<br />
To propose an appropriate and equitable tariff regime structure within the domestic shipping industry in Papua New Guineas appropriate to all stakeholders concerned including producers, consumers, shippers, wholesalers, retailers and manufacturers.<br />
The detailed objectives include a requirement to report on:<br />
(i)    Review of the current coastal freight structure and surcharges evident in PNG domestic shipping;<br />
(ii)   Investigate the industry cost structure involved within the PNG coastal trade including fixed operating costs, variable costs and claimed hidden costs of operation on coastal trade routes within PNG coastal waters. The potential implications for price and service competition on the international and coastal trade.</p>

		<description><![CDATA[The Road Impact Assessment was analysed using Average Annual Daily Traffic counts (AADT’s) supplied by TMR, along the Flinders and Barkly Highways for 2009, for all vehicles, and for light vehicles and heavy vehicles. Indicators of likely increases in Equivalent Standard Axles (ESA’s) were calculated to review the pavement impact based upon a worse case model scenario. The traffic counts were tabulated to conform to the TMR standards for assessment of the spatial extent of impact providing the number of heavy vehicles being road trains using the freight corridor. Then the volume of materials and worker movements required for the Project construction period were modelled to provide individual occurrence by activity and aggregated totals to provide traffic impacts for comparison against the existing road usage with and without the development scenarios. 
?	Fieldwork site visit inspections carried out in August and September 2010 in order to make assessments of road pavement conditions and intersections with the main highways accessing the Project region. The field inspections were undertaken to assess the current condition of the infrastructure available and to identify any deficiencies or problems that might impinge on the project including road formations, surfaces, intersections, signage, railway crossings, accident and safety aspects, capacity to take wide loads, rest areas and fatigue management.  Views of current major road users were sought along with Departmental, Local Government and community views on these aspects. ]]></description>
			<content:encoded><![CDATA[<p>The CopperString project is a proposal to construct a transmission line from Woodstock (south of Townsville) to Dajarra Road near Cloncurry in North West Queensland, Australia.</p>
<p>The proposed transmission line will provide major energy users in the North West Mineral Province with access to the National Electricity Grid, significantly improving the supply and reliability of electricity to the region.  The CopperString project will also provide opportunities for renewable energy projects along the proposed transmission line to supply clean energy to the National Electricity Grid.</p>
<p>The project is in the design phase and undergoing an Environmental Impact Statement (EIS). Consultation with all stakeholders and the local communities between Townsville and Mount Isa will be ongoing throughout the approvals, development and construction process.</p>
<p>CopperString Pty Ltd is a partnership between CuString Pty Ltd and Leighton Contractors Limited.  CuString is currently in the process of registering as an intending Transmission network Service Provider.</p>
<p>AMSTEC Design Pty Limited was contracted to provide the EIS technical report on Transport Impacts of the Copper String Project which was delivered in December 2010 with the assistance of Cummings Economics of Cairns, Queensland.</p>

AMSTEC was contracted to assist in the research and technical response on such inland waterway navigation conditions applying in several regions including PNG, Paraguay and the United States.</p>
<p>Riversdale Mining has won concession rights to mine more than 4.0 billion tonnes of coal in Benga in the Province of Tete in Mozambique.</p>
